Reading this article, I suppose it is very possible that he was responsible for it.
I suppose it's possible, but I'd like more objective information such as the twin birthrate in the decades prior to Mengele's arrival in the town. If it's a small, relatively isolated town, it's always possible that the existing genetic pool had more to do with the high twin birthrate. Or perhaps there was an immigration of a few families in the years prior to Mengele's arrival or there was some change in the environment (chemicals, radiation, etc.) that could have affected genes. Also, what about the decades after Mengele? Is the twin birthrate still higher than average?
Not that this discredits the theory, but with the Allies stealing Nazi scientists and mining their nuclear knowledge, I'd assume that Mengele's strange pills/serum would have been discovered by now. But that's just my take.
Very interesting story, though. It keeps popping up every now and then. Thanks for sharing.

History is full of lost artifacts: consider Lon Chaney's London After Midnight, not a single copy has been found since 1927.
